New Mail Rule Utility for Notes 8.5.1 and 8.5.2

I have just updated the OpenNTF project with a new version of the utilities.  The new version puts the icon in the global toolbar and gets shown when you are in a mail or notes view and hides otherwise.  This uses the org.eclipse.ui.actionSetPartAssociations extension to associate it with the various Notes Java  views.  I will be writing up a nice post on how to do that soon.
